ASEAN Advances Coordination on Energy Security Amid Middle East Developments
Manila, Philippines — The Philippines, as Chair of the ASEAN Senior Officials Meeting on Energy (SOME), convened an Ad Hoc Preparatory Meeting and Consultative Session with Dialogue Partners in preparation for the Special ASEAN Ministers on Energy Meeting (AMEM) on recent developments in the Middle East and their implications for regional energy security.
Undersecretary Felix William B. Fuentebella, Philippine Senior Official on Energy and SOME Chair, emphasized the importance of timely coordination amid developments affecting global and regional energy markets.
“ASEAN, through this immediate convening, continues to engage in consultation and coordination to address developments affecting regional energy security,” Fuentebella said.
During the consultative session, Dialogue Partners shared updates on current supply conditions and exchanged views on areas for cooperation, including supply diversification, access to energy resources, market transparency, and emergency response coordination.
Technical briefings provided updates on global oil and gas market conditions, including supply route constraints and shifting trade flows affecting the region. ASEAN Member States noted the importance of strengthening monitoring systems, enhancing data transparency, and advancing approaches to strategic stockholding and emergency reserves, taking into account national circumstances.
Fuentebella acknowledged the role of partners and welcomed the continued engagement of ASEAN’s Dialogue Partners in supporting efforts to strengthen regional energy security.
Senior Officials also exchanged views on regional measures, including the implementation of the ASEAN Framework Agreement on Petroleum Security and ongoing efforts to advance regional energy interconnectivity through the ASEAN Power Grid.
Reaffirming ASEAN’s existing mechanisms, he noted “ASEAN will continue to build on its existing cooperation frameworks to support a stable and secure regional energy environment.”
