DOE Qualifies 9 RE Bids for Evaluation Under OCSP5
The Department of Energy (DOE), through the Open and Competitive Selection Process (OCSP5) Review and Evaluation Committee (REC), has approved the endorsement of nine (9) RE bid submissions to the legal, technical, and financial evaluation stage following the Opening of Bids held on 30 March 2026.
Issued under Resolution No. 01, the decision comes after the Pre-Bid Conference conducted on 15 January 2026 and the receipt of fifteen (15) Letters of Intent, from which nine (9) complete bids were submitted. These cover the following Pre Determined Areas (PDAs): 6.70 MW Guinoba-an No. 1, 2.90 MW Guinoba-an No. 2, and 8.3 MW Pacu-an Hydroelectric Power Projects; 25.0 MW Southern Leyte Geothermal Power Project; and Cabusao and San Isidro Wind Power Projects.
All nine (9) bid submissions were found complete with the documentary requirements and shall proceed to detailed evaluation upon payment of the prescribed fees, in accordance with Department Circular No. DC2025-12-0029 and the OCSP5 Terms of Reference.
The DOE reaffirms its commitment to ensuring a transparent and competitive process in the award of RE Service Contracts under the OCSP framework. ###
