ADVISORYFuel Sales in Fuel-Grade Drums or Containers
The Department of Energy (DOE) underscores that the sale of petroleum products in fuel-grade drums or containers remains allowed for legitimate operational use, provided that such purchases are consistent with the customer’s normal operational requirements and comply with applicable safety standards for fuel dispensing.
This applies to end-users or consumers whose operations depend on such modes of delivery, including fishing vessels and marine equipment operators, sea transport services, hospitals and other facilities using generator sets, local government units, users of agricultural machinery and equipment, telecommunications facilities, port service transport units, and other businesses with legitimate operational requirements.
Purchases must remain proportionate to a customer’s usual consumption and actual operational needs. Transactions that significantly exceed normal buying patterns may be subject to verification to ensure compliance with anti-hoarding regulations.
Fuel retailers are advised to carefully assess such transactions, particularly when the volume purchased appears inconsistent with the buyer’s declared purpose or established consumption pattern.

PAALALAPagbebenta ng Produktong Petrolyo sa Fuel-Grade Drums at Portable Containers
Binibigyang-diin ng Department of Energy (DOE) na ang pagbebenta ng mga produktong petrolyo gamit and fuel-grade drums o containers ay nananatiling pinahihintulutan para sa lehitimong gamit sa operasyon, basta’t ang dami ng binibili ay naaayon sa karaniwang pangangailangan sa operasyon at sumusunod sa mga umiiral na pamantayan sa kaligtasan sa pagdispense ng fuel.
Ito ay naaangkop sa mga end-users o mga konsyumers na ang operasyon ay umaasa sa ganitong paraan ng paghahatid ng fuel, kabilang ang mga sasakyang pangisda at mga operator ng kagamitang pandagat, mga serbisyong pang-transportasyong pandagat, mga ospital at iba pang pasilidad na gumagamit ng generator sets, mga lokal na pamahalaan, mga gumagamit ng makinarya at kagamitang pang-agrikultura, mga pasilidad ng telekomunikasyon, mga port service transport units, at iba pang mga negosyo na may lehitimong pangangailangan sa operasyon.
Ang pagbili ng fuel ay dapat manatiling naaayon sa karaniwang konsumo at aktwal na pangangailangan sa operasyon ng mamimili. Ang mga transaksyong labis na lumalampas sa karaniwang dami ng binibili ay maaaring sumailalim sa beripikasyon upang matiyak ang pagsunod sa mga umiiral na regulasyon laban sa hoarding.
Pinapayuhan din ang mga fuel retailers na maingat na suriin ang mga ganitong transaksyon, lalo na kung ang dami ng binibiling fuel ay hindi naaayon sa idineklarang layunin ng paggamit o sa nakasanayang konsumo ng mamimili.
