DOE Announces the Timeline of Activities for the Fifth Auction Round of the Green Energy Auction Program (GEA-5)
TAGUIG CITY – Activities for the Department of Energy’s (DOE) Fifth Auction Round of the Green Energy Auction Program (GEA-5) is set to officially commence on 2 March 2026 with the registration of Qualified Suppliers.
GEA-5 was formally launched on 25 November 2025 with the issuance of the Notice of Auction (NOA) and the Terms of Reference (TOR), followed by a Supplemental TOR published on 29 January 2026. Dedicated exclusively to fixed-bottom OSW technology, GEA-5 will offer a total capacity of 3,300 megawatts, for delivery between 2028 and 2030.
Under the TOR, registration period will commence one (1) working day following the release of the Green Energy Auction Reserve (GEAR) Price. On 27 February 2026, the Energy Regulatory Commission issued the GEAR Price for GEA-5 through Resolution No. 05, Series of 2026. The GEAR Price serves as the ceiling price for bid offers under GEA-5.

The implementation of GEA-5 marks a major stride towards a more sustainable energy future for the Philippines. The initiative aims to expand the share of renewable energy in the national energy mix, strengthen grid reliability, and enhance the country’s long-term energy security through large-scale offshore wind development.
Beyond mobilizing investments, GEA-5 reinforces the DOE’s commitment to competitive, transparent, and efficient energy procurement through clearly defined qualification requirements, milestone compliance mechanisms, and coordinated planning for grid integration and supporting infrastructure. Consistent with Executive Order No. 21, which institutionalizes a whole-of-government approach to accelerate the country’s offshore wind potential, this auction aligns national agencies toward streamlined permitting, infrastructure readiness, and system planning. Through this landmark OSW auction, the DOE continues to advance a stable, secure, and sustainable energy future for the country. ###
