Pursuant to Section 11, Article V of Republic Act No. 9184, otherwise known as the Government Procurement Reform Act which was enacted on January 2003 and which took effect on 26 January 2003, and Section 11, Rule V of the IRR-A of the Act which became effective on 8 October 2003, the Department's Bids and Awards Committee (BAC) is hereby established.
