Formulates and implements policies, plans and programs relative to information and communications technology

Information Systems

• formulates policy recommendations on information systems
• implements policies, plans and programs on information systems
• prepares and updates the Department's Information Systems Strategic Plan
• manages information systems development projects
• conducts user requirements analysis/engineering
• prepares system requirements definitions and specifications
• conducts architectural user interface, component and algorithm design
• develops computer programs
• prepares and implements system conversion and testing plans
• prepares user, developer and administrator manuals
• conducts relevant user training and quality assurance activities
• coordinates with various DOE units and concerned government agencies, industry participants, academe and other stakeholders on matters related to the above-enumerated functions
• performs ad hoc functions as may be assigned

Database Administration

• formulates policy recommendations on database administration
• implements policies, plans and programs on database administration
• conducts study and review of existing and proposed databases of the Department
• undertakes integrated data modelling for the energy sector
• develops/maintains/implements use of data standards
• determines and coordinates database system requirements
• determines database input, process, output and control requirements
• prepares and updates data dictionaries/information repositories
• develops and implements relations and database structures
• develops and implements data capture standards, prcedures and controls
• prepares appropriate administrator and user manuals
• coordinates with various DOE units and concerned government agencies, industry participants, academe and other stakeholders on matters related to the above-enumerated functions
• performs ad hoc functions as may be assigned

Network Administration

• formulates policy recommendations on network administration
• implements policies, plans and programs on network administration
• develops and updates the information technology infrastructure plan
• designs and develops network systems for intra and inter agency connectivity
• designs, develops and maintains web-based applications
• DOE Portal
• DOE Intranet
• administers the DOE Local Area Network (LAN)/Internet Connectivity
• implements, operates and administers the DOE Network Back-up System
• prepares technical specifications for the acquisition  of network system devices and materials
• coordinates with various DOE units and concerned government agencies, industry participants, academe and other stakeholders on matters related to the above-enumerated functions
• performs ad hoc functions as may be assigned
