The Department of Energy (DOE), led by Secretary Sharon S. Garin, met with International Atomic Energy Agency (IAEA) Director General Rafael Mariano Grossi on the sidelines of the International High-Level Forum on Nuclear Technology (NUTEC Plastics) in Pasay City on Tuesday, 25 November 2025. During the meeting, Secretary Garin reaffirmed the government’s policy direction to pursue nuclear energy as part of a secure, reliable, and low-carbon energy mix, while underscoring the Philippines’ strong commitment to strengthening nuclear regulation, safety, and international cooperation.
Their discussion highlighted the importance of building robust regulatory institutions, enhancing technical capacity, and ensuring that any future nuclear power program strictly adheres to global standards on safety, security, and safeguards. Secretary Garin and Director General Grossi also explored opportunities to deepen IAEA–Philippines collaboration on infrastructure development, human resource training, and public outreach, to help ensure that the country’s path toward nuclear energy is transparent, responsible, and aligned with international best practices.
