Power Planning and Development Division (PPDD) is mandated to formulate policies, plans, and programs related to power generation, transmission, distribution, and supply, ensuring effective implementation and alignment with national energy goals.

• Power Generation Planning and Development Section (PGPDS)
• • Prepares annually the Power Development Plan (PDP), Power Situation Report, and generation capacity expansion strategies using energy modelling softwares and statistical tools;
  • Conducts statistical, economic and technical analysis of short-,medium-, and long-term electricity demand forecast;
  • Conducts studies, scientific researches, simulations, and policy analysis to develop, recommend and implement policies for the power generation sector, such as but not limited to the energy transition, generation expansion, and emerging grid technologies;
  • Evaluates the Grid Operating and Maintenance Program and its dynamic revisions through conduct of simulations of supply and demand using deterministic and probabilistic approaches;
  • Conducts technical evaluation/assessment of generating facilities applying for Certification as Energy Project of National Significance;
  • Reviews and evaluates applications of power plants for Confirmation on Decommissioning and Mothballing and Certificate of Non-Coverage to Coal Moratorium;
  • Facilitates/Conducts performance assessment and audit of power generation facilities;
  • Evaluates and prepare technical reports on power generation facilities particularly outages, resiliency issues and other operational aspects affecting supply situation;
  • Coordinates with various government agencies, industry participants, consumers etc. to facilitate the exchange of pertinent information necessary in the execution of the section's functions;
  • Prepares briefers and submits periodic reports, including but not limited to weekly power outlook and monthly power statistics to DOE Management;
  • Conduct assessment and prepare recommendations to resolve technical issues raised and endorsed by various stakeholders;
  • Represent the bureau and/or provide technical secretariat in various scientific and technical committees/bodies relative to generation sector;
  • Responds to eFOl and other requests on matters handled by the section;
  • Performs ad-hoc functions as may be assigned.
• Transmission Development and Monitoring Section (TDMS)
• • Reviews and evaluates the Transmission Development Plan (TOP) through conduct of simulations using transmission planning tools, and engineering principles; Reviews and evaluates the compliance to the Ancillary Service requirements to include simulations and analysis of proposed procurement of ancillary services as prescribed in the Philippine Grid Code and various policies;
  • Conducts studies, scientific researches, consultations, and simulations as basis for policy formulation for the transmission sector, such as but not limited to transmission system expansion, reliability, and integration of power generation projects;
  • Evaluates and prepare technical reports on grid performance and compliance of the network service provider and the system operator with technical standards;
  • Conducts technical evaluation/assessment of the transmission facilities applying for Certification as an Energy Project of National Significance;
  • Evaluate reports submitted by the System Operator and Transmission Network Provider to assess impact on reliability and identify and recommend appropriate policy measures to include standards, performance metrics, among others;
  • Facilitate as necessary the conduct of performance assessment and audit of transmission facilities;
  • Coordinates with various government agencies, industry participants, consumers, etc. to facilitate the exchange of pertinent information necessary in the execution of the section's functions;
  • Monitor and evaluate implementation of the transmission projects and prepare recommendations and render necessary assistance for the timely completion;
  • Monitor and evaluate transmission related incidents and outages, prepare reports and recommendations as necessary;
  • Prepare briefers and submits periodic reports, including but not limited to ancillary service procurement and grid reliability reports;
  • Conduct assessment and prepare recommendations to resolve technical issues raised and endorsed by various stakeholders;
  • Represent the bureau and/or provide technical secretariat in various scientific and technical committees/bodies relative to transmission sector;
  • Responds to eFOl and other requests on matters handled by the section; and
  • Performs ad-hoc functions as may be assigned.
• Distribution Development and Monitoring Section (DDMS)
• • Reviews and evaluates Distribution Development Plans (DDPs) of distribution utilities through conduct of simulations using distribution system planning tools, and engineering principles to ensure compliance of distribution utilities on the obligation to render efficient distribution services and provide least-cost supply;
  • Review and assess distribution utility electricity demand forecast and power supply procurement plans;
  • Reviews and evaluates requests of issuance of Certificate of Conformity for the conduct of Competitive Selection Process (CSP) for power supply procurement;
  • Conducts studies, scientific researches, consultations, and simulations as basis for policy formulation for the distribution sector, such as but not limited to distribution system enhancement, smart grid, and supply procurement;
  • Evaluates and prepare technical reports regarding resiliency compliance and distribution system performance;
  • Provide technical evaluation/assessment of the distribution facilities applying for Certification as an Energy Project of National Significance;
  • Facilitates/Conducts performance assessment and audit of grid-connected distribution systems;
  • Evaluates and prepare technical reports on grid-connected distribution utilities in coordination with relevant DOE units and stakeholders;
  • Prepares briefers and submits periodic reports, including but not limited to consolidated DDP database, CSP monitoring reports, and resilienìcy scorecards;
  • Conduct assessment and prepare recommendations to resolve technical issues raised and endorsed by various stakeholders;
  • Represent the bureau and/or provide technical secretariat in various scientific and technical committees/bodies relative to distribution sector;
  • Responds to eFOl and other requests on matters handled by the section;
  • Performs ad-hoc functions as may be assigned.
• Power Supply Monitoring and Compliance Section (PSMCS)
• • Prepares procedures for generation and process applications for endorsements and clearances through EVOSS and issuance of CEPNS for generation (SIS, COE to ERC, BOI, NCIP, etc.), transmission (NClP, P2P) , and distribution projects (CEPNS) for grid and off grid areas;
  • Assess daily supply-demand situation, and prepare reports necessary to ensure minimal disruption and deployment of necessary actions during significant events, and grid alerts and/or incidents;
  • Conduct monthly assessments and prepare reports on power generation projects and existing power plants;
  • Validate the status of power generation projects though on-site assessment and verification of project progress and prepare corresponding reports;
  • Conducts spot checks of power generation facilities in cases of forced outages or prolonged maintenance outages and prepare necessary technical reports;
  • Conduct assessment and prepare recommendations to resolve technical issues raised and endorsed by various stakeholders;
  • Represent the bureau and/or provide technical secretariat in various scientific and technical committees/bodies with the function of ensuring power generation availability and reliability particularly on a day-to-day basis and during special events and/or calamities; and
  • Performs ad-hoc functions as may be assigned.

Power Market Development Division (PMDD) is mandated to formulate and implement policies for competitive electricity markets, monitor compliance with EPIRA, ensure sustainable market operations, monitor compliance with EPIRA provisions and anti-competitive behavior and manage electricity market data and reporting systems.

• Power Industry Reforms Compliance and Policy Assessment Section (PIRCPAS)
• • Conducts studies and scientific researches as basis for policy formulation to address emerging issues on power sector restructuring including the integration of relevant laws;
  • Conducts simulations and analysis to evaluate compliance of industry participants with various EPIRA provisions, including but not limited to anti-competitive behavior and cross-ownership restrictions;
  • Assesses, conducts scientific studies, reviews related to various policy, regulatory and legislative developments affecting the implementation of power sector reforms;
  • Prepares technical and engineering procedures and evaluate applications for direct connection to the grid of electricity end-users;
  • Prepare technical materials, visual presentations , and other documents necessary for the conduct of information and education campaigns on power sector reforms;
  • Conduct assessment and prepare recommendations to resolve technical issues raised and endorsed by various stakeholders;
  • Prepares and submits periodic reports and other requirements of various entities and government instrumentalities including but not limited to EPIRA report;
  • Represent the bureau and/or provide technical secretariat in various scientific and technical committees/bodies relative to EPIRA implementation; and
  • Performs ad-hoc functions as may be assigned.
• Electricity Market Policy Development Section (EMPDS)
• • Conducts studies, scientific researches, simulations and consultations as basis for policy formulation for the implementation, enhancement, and establishment of the Philippine electricity market (WESM, Reserve Market, Capacity Market, among others) and its alignment with various developments in the power sector to include energy transition and regional integration and multilateral power trade, and other relevant and upcoming policies or legislation critical to the attainment of EPIRA goals;
  • Undertakes scientific research and studies based on international electricity market operations and governance to support policy changes on competitive behavior of market participants, technical solutions to market issues, competitive pricing methodologies, compliance to and enforcement of rules and regulations, other financial instruments, extension of WESM operations, environmental and regulatory policies, and impact of new energy policies;

Electrification and Missionary Power Development Division (EMPDD), formerly Total Electrification Administration and Management Division (TEAMD) is mandated to formulate policies, plans, and programs for total electrification, microgrid system development, and missionary area power generation, transmission, distribution, and supply, ensuring effective implementation and alignment with national energy goals.

• Electrification Planning and Development Section (EPDS)
• • Conduct scientific researches, studies, simulations, and consultations for the identification of alternative electrification solutions and recommendations on regulatory frameworks and policy enhancements toward the attainment of total electrification;
  • Reviews and evaluates the distribution utilities' Local Total Electrification Roadmap (LTER) including the proposed electrification solution design, and engineering for the development and updating of the annual National Total Electrification Roadmap (NTER);
  • Identify strategies, evaluate proposals and facilitate the implementation of electrification projects including but not limited to locally funded projects, and foreign assisted projects, among others;
  • Conducts inspections, and technical assessment of various electrification projects and prepare necessary reports and recommendation for the proper implementation and completion;
  • Prepares and submits periodic reports, including but not limited to the monthly Status of Energization Report and the Electrification Service Status in coordination with concerned stakeholders;
  • Review, Monitor, and Update Policies in relation to the Energy Regulations for the Benefits to Host Communities;
  • Conduct assessment and prepare recommendations to resolve technical issues raised and endorsed by various stakeholders;
  • Represent the bureau and/or provide technical secretariat support to various scientific and technical committees/bodies relative to electrification; and
  • Performs ad-hoc functions as may be assigned.
• Microgrid Systems Development Section (MGSDS)
• • Conducts scientific researches, studies, simulations, and consultations for the preparation of the Microgrid System Roadmap, policy formulation, and conduct of CSP for Microgrid System Providers (MGSPs);
  • Facilitate conduct of CSP for Microgrid System Providers (MGSPs) to include preparation of bidding documents, TORs, conduct of bidding activities, identification of areas and evaluation of proposals;
  • Conduct technical assessment, and system modelling and evaluation of proposed microgrid systems projects, and prepare necessary recommendations for improvement, approval and/or implementation;
